All of Phanes Bay's lifestyle revolves around fertility. The need to determine who can give birth and continue life as we know it is tantamount in importance to feeding the population. With the technology needed to produce this equipment lost, maintaining and protecting the few sets still operational are essential. All remaining sets within a hundred miles are in the possession of Phanes Bay. Those outside the city are forced to find out the old fashioned way, or request testing and risk being collected as part of the tribute should they test positive.
The medical center is the home of these equipment sets. The testing area is guarded, and sets not currently in use are locked away. Training to use the equipment is a prerequisite to touching the equipment, and there are only a handful of engineers cleared to maintain them.
Generally, only two sets can be available to use at any given time. One set is brought out every six months for the testing of children. The other is secured to the inside of an armored military vehicle. This set and its operators/mechanics travel with the military raiding force. When they collect their tribute from outlying settlements, they use the testing kit to confirm the fertility of their tribute.
